Tacho wiring help needed

Hi there, been on few times and boscoe kindly came to the rescue but ive lost myself trying to wire harness up.
Ive learnt that in order for backlight on tacho to light up upon ignition the blue wire and the yellow wire by the 2 fuse holders need joining but where does the other end of the blue wire connect to????
does it have to join the blue wire that is sleeved with the black wire????

The blue wire and the black wire in the black sleeve are for the internal lamp.

Black wire from the gauge to the black wire in the fused harness and blue wire from the gauge to the blue wire in the fused harness.

Normally it would be plug and play. The tachometer leads came with bullet connectors that would have plugged into the connectors in the fused harness. Obviously, someone did some surgery. A backyardigan I suppose.
