  • 28j hard to pull

I have a 2000 28j/40 that was rebuilt. Ran so sweet for about 20 hours and then quit. It is very difficult to pull the cord, and if the plugs or exhaust cover are removed, it is somewhat easier. It is too tough to even start. What may be the issue?

drop the jet off and then see if it turns easier
The jet could be the problem

Those jets have been known to pick up ropes/fishing lines/weeds/etc. and get wrapped around that internal prop....if so, cut it out with a knife....

I currently have the impeller off for balancing. Do you think I should pull the lower unit also?

Well, it might eliminate the lower unit as a possible problem....maybe drain lower unit oil to check for water/contamination/etc. that might indicate a problem there?...
