Propeller torque - please help

The owner manual say do not torque the prop more than 33 ft-lb. The problem is I cannot see the hole for the cotter pin. Should I go without cotter pin or exceed the recommended torque to look for the cotter pin hole? Thank you in advance for your help. Vincent

go to the next hole, never loosen it,, I always torque to 35 lb/ft then go to the next hole.
