Pick up a service manual for the motor, the proper testing equipment, and start testing the ignition components.

Kill switch, key switch, and wiring to them would be the 1st things I would look at.
But you need to make sure charge coils are putting out in spec voltage if this motor uses them

You must mean 1988 Excel. there was no Excel in 1998.

I would start by bypassing the computer (disconnect yellow wire).

actually I think on the 88 model its bypass will be the A to B connector.
this will bypass the micro computer part of the ign system.
        timing will be fixed.
no sensor inputs will be used.

Carb cleaning next on list, any do's and don'ts I should be aware of ? Last owner used pre-mixed gas and injection systen at the same time. Carb's are full of black tar so to speak of.

change/carefully clean All fuel lines. replace the fuel pumps.
replace the water pump t-stats and pressure control valve grommet.
            change/inspect the gear lube.

sometimes you only get one shot at an overheat.

            mark the remote tank level.
run it on premix and insure the tank level drops.
do NOT mark the engine tank, mark the REMOTE tank.

pul the stop lanyard, crank engine listen for horn operation.

Thanks for the heads up on the few items to check, i still can't belive my spark issue was just a bad kill switch!

then you have alarm issues as well.
if the stop switch and the start switch are both closed the engine will crank, not spark, and an audible alarm sounds.
if it did not something is wrong.
                  fix it FIRST.
