2006 F250txr Low Pressure Fuel Pump Ground

The low pressure pump is not running when key is turned on, I have 12v to pump but no ground. I have checked the following:

12v to pump plug when key turned on
High resistance to ground at pump plug with key on
Low resistance from pump plug B/W wire to B/W wire at ECM plug
Pump runs when directly hooked to battery + and -
Pump will run pluged in with B/W directly grounded

Is there a ground for the ECM that may be loose or corroded?
Where or what should I check next?

feed pump does NOT run at key on.
the engine MUST be running.
when its below 1200 RPM the feed pump runs at 10 seconds on,20 seconds off.

ground paths for the two pumps are separate.

Thanks, It had been loosing power around 2000 rpm. Replaced the F-Filter and HP pump screen, F-Filter was pluged. Decided to test power to pumps to rule them out. Guess I just need to try and run it.

Another question

Another question. If the low pressure pump does not run at key on, how is the VST tank filled after draining for filter change? Primer bulb will not push fuel through low pressure pump.

sometimes I have to manually toggle the feed pump.
some you can push fuel through, others you cannot.
