Bracket Assembly Removal

My Engine is a Yamaha 15 HP 2 cycle with a model number 15SG. A 1988 short shaft motor.

Is there a way to remove the bracket assembly on this engine with out removing the power head?

The transom clamp brackets will come off but steering shaft would have to remove engine.
