What is this Tube for?

Hi,

I pulled the lower unit of yesterday and serviced the impellor when putting it all back together I noticed that there is a tube missing. I had the yamaha manual and was following that. What is this tube for and is it important.
I have attached a pic of the page out of the manual it is part number
31, 32, 33, 34
Do I really need it?

It's the pitot tube for the speedometer.

its hard to tell in the picture, but the only tube that size there is the speedo tube.
