I have twins 01 250efi motors , I know this topic has been beat to death but I could not find my problem, the starbord motor heats up above 4200, bring it down and temp comes down, changed the pump and housing, still heated up, pull the heads , gd gaskets , and the jackets were fine this was after I changed the thermostats, its till def heating up on the water side as i get high temps, I did not mind changing the gaskets as they were about due, this problem started slowly, the new stats seemed to help as I can run all day under 4000 rpm, would apreciate any help thanks

Is the overheat warning coming on, have you check actually engine temp?

the guage is fine until you get over 4000rpms, and alarm come on it def gets hot, as it was a little steamy when I idled it back, you live it a low speed or a high idle it drops dnw where it belongs in a min or two

Check the hull of boat to make something is interrupting water flow to motor, might as well check pressure control valve probably not the problem but needs to be checked. Sounds like still not getting enough water to engine, recheck water pump closely.
