Thanks for all the helpful info on power tilt issues. Just wanted to confirm my 99' 2 stroke (40hp) symptoms and potential fix:
    1. I get 12v to the switches and motor
    2. tilt works sporadically, but I hear clicking (solonoid) all the time.
    3. when tilt works, it seems slow and sluggish.

Assume either the motor is failing or it needs fluid?
    thanks

If your hearing the solenoid clicking you might need to change it. I had your exact symptoms on my 93 70 horse and a solenoid change solved the problem. Also a good idea to check the fluid levels and the seals. From the description you gave above I doubt it's the motor.

If motor is getting 12 volts and not turning proper RPM then it is the motor. I had the magnets come loose on mine and bound up the motor.

You can jump 12 V directly to motor leads to check for sure, but make sure you disconnect them from relay 1st
