So I get 200 volts to each coil from the CDI running

Did you measure while the problem was happening?
Did you get a DVA adapter or a peak meter?

I am not sure what the book gives a minimum volts for your CDI outputs, but 200 sounds like a good number. (My C40 book calls for 140v at 1500RPM)

I checked it from cold start up through warm and nothing changed but am unable to get it on the water and run it to get it real hot right now.
My local Mercury guy loaned me his meter with DVA but was only able to have it for the day.

Will a bad injector cause a rich condition?
