9.9 kill switch problems

Late last year my 9.9 2 stroke would not shut off even if you pulled the safety switch. Is this a bad engine stop switch or should i look some where else?

might need to check ground connection and the wire going to off switch and kill switch if neither switch is working. But then it could be the switches

i put an ohm meter to the switch it seems to be working properly. I was wondering if it could be what i think is called the CDI unit?

Could be, but more likely wire connection
