please have a look at the picture and tell me if these are carb or efi ?

looks like 2 rows of carbs to me... which would be much older than that but really need to see more -
Looks like carbs to me too, and more likely to be 1993 than 2003. (I looked at a boat with a motor that looked identical, and it was around a 93)1997 Yamaha 225hp Saltwater Series II.

i went to see them today. they are carb and was not able to turn at all so i left them
