no spark

I have a pair of 2001 ox66 250hp 2 stroke on my boat, one wont start,
after checking the basics,fuel, key switch, deadmans switch,, I found no spark on any of the cylinders,, I switched the ecu and coil packs from the other and still it wont start,, Im thinking it may be the stator unit? any sugestions?

turns over but no spark or no turn ??
need a solid 12+ V @ starter

It turns over,, just wont start,, Im getting any spark from any of the cylinders

Need to test voltage output from charge coils with a peak reading voltmeter.
