T 9.9

I have an 04 T 9.9 It starts a liitle hard but runs great once started. Having a hard time getting it to ***** right. 1 mph works great, give it a little gas and it jumps to 3 mph ( to fast) back off a little and back to 1mph.Can't get it to run at 2mph. A year ago i had a new tiller handle put on and had the carb gone through. Worked great when i got it back. The fall fish are in the bay and this outboard is driving me nuts.Any help would be great.

check the likage. The linkage may have come out of adjustment or the carbs might need adgustment as well.
