tilt up not working

My 1994 C55TLRS will not tilt up. Tilt down ok. Click sounds in motor when tilt up switch is used. Is this a faulty relay assembly. If so, can a non- mechanic replace this . Thanks, Mike

Yes it should be easy to replace, but it would be best to use a meter and test things to make sure that is the problem
