What could be the cause of a sudden loss of rpms (only 2000 max)
If was working fine and all of a sudden is will not go higher than 2000 rpm, no warning alarm and oil level is good.

Overheat or oil level will cause it along with the alarm.
Make sure your alarm system is functioning properly

would cloged water intake ports bring this problem on?

No water = over heat, but would not keep the alarm from sounding
