Water in bottom cyl!

Ive done some searching here and come up with a few things, but here's my delima.

I have a 1996 85hp 2 stroke. I found water in the bottom (no. 3?) cyl. It was running rough at lower rpms, but fine at WOT.

Replaced a wornout head gasket and waterplate. Water still in the cyl..

Could it be anything beside a cracked block? I took it to a mechanic and he said next step would be new powerhead.

I'll look on the exahust plate for any small holes tomorrow. I look for holes with the carbon deposits washed away right?

Anything else i should do?

water can get in the cylinder via a few ways, blown headgasket, when replaced, you need to check for warping, and the surfaces must be 100% clean, the head itself may have a small hole or crack, through a hole in the exhaust plate, be careful when you pull it to pieces, breaking bolts is a common thing, kind of doubt you need a new powerhead just yet!
