2004 250HPDI No power

I just recently bought a 2004 250 HPDI model # Z250TXRB that sat for a year without running. At idle it runs up to 2000 rpm just fine, after that it bogs out, under a load it runs up to 1400 rpm just fine, after that it bogs out and falls on it's face, no power. I have replaced the gas, replaced the fuel lines from the tank to the engine, changed the plugs, and rebuilt injectors. Any advice would be greatly appreciated, not sure which route to go next.

check/replace the VST filter and the medium pressure filter then monitor the high pressure fuel rail while simultaneously monitoring medium pressure rail.

Turns out it was the belt driven injection pump needs rebuilding I was told $1000. to remove ship rebuild and install.
