Thermal valve yamaha 50 4 stroke

Does anybody know how far a working thermal valve should extend? I'm pretty sure mine is not extending far enough when 'warmed up'. The workshop manual has no information on this for my model outboard (FT50BET).

On this model, the valve actuates a mechanism linked to a choke solenoid and throttle linkage.

If I connect the thermal valve to a battery and measure the extension it seems to be approx 5-7 mm.

does this have the dual stage setup?
the US market hasnt seen that since the 1999 or so run.

Not sure what's meant by 'dual stage setup'. Is it the fact that the valve operates the throttle and affects the choke during warm up?
