HPDI running on 2 cylinders

I have twin HPDI 250s I have changed Plugs, Primary Filter on boat and under motor cowel, VST filters, High presure pump Filters, sent all of injectors off to be cleaned and checked and replaced all coils. The computer print out says every thing is OK. However both motors crank up on 6 cylinders and run on 2. the 4 cylinders that are not firing are also not sending fuel to the cylinder. It almost apears there is a saftey that is trigured off. I know the HPDi idels on 4 but even in gear 2000 rpm I only have 2 cylinders getting gas and spark. I have tried to adjust the TPI so would incorrect TPI adjustment cause this?

TPS wont cause that.
what method you use to determine spark,or lack of, or fuel injection, or lack of?
pulser coils would,however that would show a code 13.
bad shift position or cut switch could,yet that throws codes as well.
