new prop?

Have a 18.5 ft Skeeter FX with a 175 Vmax HPDI running a 25 Mercury thruster prop. Boat is new to me so I'm not sure tach functions properly but tachs out above 6800 and does not have a good hole shot. Should I lower the motor, buy a different prop or what? Thanks.
