Bogging down under load

RODBOLT17 #9 remark. ?
The Red lever has 3 points on it. Which one the short one farthest clockwise. or the middle Longer one. is the pointer. I assume it is OFF when totally Clockwise but would like to know. Thanks.

My fix was Cleaning jets and replacing gaskets on Carbs. 50% clogged jets.
