I have a 2000 model Z200TLRY. I have a problem with the tilt/trim. The motor runs and the trim ram come out and trim the motor up but when it get to where the tilt ram is suppose to tilt the motor it will not go any further.

I have tried repeatedly to bleed the system as outlined in my service manual. After opening the manual valve and tilting the motor fully, there is no resistance until it hits the trim rams, no resistance at all from the tilt ram.

Where should I start looking for the fix

Sounds like it is low on fluid if there is no resistance.

Have tried to bleed and add fluid as outlined in service manual. Doesn't seem to want to take any fluid. It runs out fill hole when I try to add fluid.

try running the trim up while adding fluid.
that unit is very difficult to bleed.
it could also be a bad lower chamber check valve,a bad main valve or a leaking manual tilt valve.
could be a bad tilt shock valve.
