T9.9 Carb thermal valve

After rebuilding my 2004 T9.9 power head I have a hard starting problem. If I put my finger over carb intake it starts fine and runs perfect. When the motor is warm no problem starting.
Could someone please tell me how to trouble shoot the thermal electric valve circuit, ie: resistance and voltage?

look in your service manual.
it gives specs for resistance and pin dimensions both cold and hot.
its power comes from the lighting coil but you can test it with 12V and jumper leads.
a quick test is to remove it,measure the pin, attach it to 12V and wait 3 min and remeasure the pin.
