Trim & Tilt malfunction 40 hp 1990

Hi everyone !
I have some problem during lifting the motor ,it seems not enough power,it goes up to the half position and then stuck ,but when I,m assisting with hand it goes up easily .Lowering is good.
Please assist how can I check the problem and how to rectify it

I had a very slight fluid leak inside the rams - the seals looked ok but I replaced all of them with new ones and it fixed the prob, maybe you have the same thing. Although getting into the rams was a bit difficult

I saw a red fluid inside the ram when I took motor from container,is it red color of trim/lift fluid ?
