'05 f225 bogs down at 4000rpm

hey guys, need some help big time. port side f 225 will not throttle past 4000rpm. it will run fine for hours at 35,3600, but as soon as i try to get up around 38 to 4000 it bogs down and will bounce between 36 and 4000 rpm . i changed 10 mic fuel/water separator and engine mounted filter. i also pumped tank dry and added fresh fuel, though the other engine has no problem. feels like fuel starve, but only guessing. is the vst pump filter a likely suspect?? any other ideas?? thanks

Possible need to clean VST, run a fuel pressure test to see if loosing pressure.
