Carb flooding with Fuel

I recently took all three carbs off my 99 200 hp Saltwater Series to clean them as my motor was running rough. After I re-assebled them, the middle carb is pouring fuel out the front with the motor running. It appears the fuel is coming out of the small reed that is located right in front of the carb. This is then covered when the choke is pulled. Any insight would be helpful
