60hp wont start

Hi People ,I am a newbie to outboards but not engines I have a 60hp yamaha not sure of the age , no spark and the plugs get wet but dont smell right not petrol sounds mad but I think it could be water
does any of this sound familiar to anyone

Check to see if have water in gas tank, fuel filters and carbs.
