starboard motor won't pee

I tried to flush 225 4 stroke starboard motor with ear muffs last weeekend and it would not pee. I ended up going back to ramp put in water it pee. Port motor no problem with ear muffs. Any explaination to my situation??

make sure the muffs are on tight I had to start motor and squeeze muffs by hand on both sides of unit to get mine to pee

just not enough water from 1/2 inch hose you need to have motor in water you can get a collapsible flush bucket

If one motor will and the other one will not I would look at the pumps and PRVs. When were they serviced last?
