timing 70 hp etlf

could someone tell me wich is number one cylinder on 1989 70 hp 2 stroke etlf.in my seloc manual it says 19 to 21 degrees for full advance timing. i asume this means after top dead center.one more question i have is the primer bulb suppose to stay hard after engine has started and picked up the fuel.mine doesnt and im wondering if i should replace bulb before i procede with tune-up.

Top cylinder is number 1 cylinder.
Full advance timing on a 89 70hp is 20 BTDC.
No the primer bulb is just a means of priming it and wont stay firm.
