motor surging when hits waves

I have an 02 yamaha 200hp HPDI that is surging win I hit waves. I cleaned the VST and replaced screen filter in the tank, I am still having the same problem. I was going to change the strainer after the tank but I am not sure how to remove it. Do I need to cut the clip off and get a new one or is there a way to remove them and reuse them? How do I remove the strainer from the other side it looks to have a brass fitting on it, not sure how it comes off ?Thanks for any help

I cleaned 02 sensor it was filthy the metal tube going into the motor was completly blocked with hard carbon and gunky brown oil, reinstalled clean one and the motor is still running rough. Took 02 sensor out of different motor and insalled still no change. Any ideas?????? Thanks

The high pressure fuel filter has a push lock connector on it, push in on center collar on fuel line to unlock and slide off of filter.
Probably need to run fuel pressure test.
