Yamaha 2008 40hp 4-Stroke Power Issue

I have a 2008 40 hp Yamaha that starts up just fine and runs perfectly. I can run it 5-10 minutes, stop and fish for awhile but when I start it up again, it will not run properly. It will get barely over an idle while in gear. If I have it in neutral, it revs up fine.

Any ideas?
