2006 F250 TXRU tries to restart when shifted

[1st grady]

My F250 energizes the starter circuit when I shift out of gear into neutral, forward or reverse with the key switch off or in run positions.
i can hear the starter attempt to engage with the flywheel and have observed this with the cover off.
I’ve replaced the ignition switch.
I checked the neutral safety on the 704 Binnacle which tests ok with a meter.
whats next?
