2003 Yamaha f40 carb throttle linkage

Hello I purchased a used motor with a bad powerhead. I just put a new powerhead on. And can’t get it to run with the throttle link rod installed. If I remove the throttle link rod it starts. I notice that the butterfly is slightly open with the rod installed.

anyone happen to have instructions on how to adjust the linkage rod link if that is even adjustable?
