Enduro 60 rough at low RPM

My 1998 E60 starts fine, but runs rougher than usual at idle speed and slightly above, then smooths out at mid RPM and above. Runs smoothly except for that low RPM phase. When I changed out the spark plugs, there was a light film on the contacts.
