I have 2 stroke 1998 yamaha saltwater series II outboard motor. when I apply the throttle the boat run fine, After i pull back to neutral the motor maintains the same RPMs as i was running. 
Same as if i do reverse also. Will i need to replace the throttle cable, or do i just need to adjust it. If so how do I do so. or maybe it is something else any thoughts.
