my guess would be a missing or stuck open pressure control valve.

Pulled it out and checkEd it all ready had a guy tell me that it was the gromit under the power head or a gasket I really don't want to pull this motor apart anything else I can try

barring a hole corroded in the water jacket or tube AND assuming the water pump was installed correctly there are basically two things that can dump water pressure on a 2.6L v8.
one is the pressure control valve is defective, missing or not sealing on the grommet and two is the two small restrictors under the powerhead are missing/melted away.
I have seen the water crossover passage under the powerhead corrode a hole through.
this will be noted by water pouring out around the tiller area just under the powerhead when running.

new water pump - still no water

I have the same issue on a 2002 100hp yamaha. I must have taken it apart 300 times. I finaly put the old impeller back in. Now I have water - go figure..... The only thing that I can figure is that the new impeller is so tight that it makes the metal can inside the housing spin with it. I plan on ordering a new housing soon.
