OK, first things first, toss your starting fluid in the bin before you do some real damage, seeing as it was not run for 3 years, chances are you will need to clean all the fuel system, including the carbs, you cannot clean them by spraying "stuff" in them, they need to be dismantled and rebuilt to specification. Buy yourself a genuine service manual for your model motor before you go any further.

I agree w all of the above. I'm (hopefully) nearing the end of resurrecting a 2002 150 2 stroke TXRA that sat for 4ish years. Here's what I've done so far:

Drain gas tank
All new fuel lines tank to carbs
Pull the H2O separator and clean the mating surface (mine was sucking air) reinstall w new H2O step and on board filters
Pull n rebuild carbs thoroughly. I had rebuilt a carb in 15 or so years but it wasn't too bad.
New fuel pumps
Have tank professionally cleaned
Fresh gas
Service lower unit (test seals, change oil, full WP kit, pull prop get the fishing line n what not out reinstall).
Drain, pull, clean precision blend tanks (min had some sludge at the bottom of each). Verify filter after the main tank is clean, replace if necessary.
Test all sensors, switches, senders, pumps blah blah per the manual. Replace if necessary.
Clean, test, replace t stats and poppet valve.
Full sync and link.
Run off of an external premixed tank until you prime/verify the precision blend system is working.

Granted, I'm taking a bit of the through parts at the thing approach I'm only in maybe $1100 so far. To me the elbow grease and learning to know the motor has benefits to know where to look when it doesn't fire up on the water. Mine fires up now on the first crank. Unfortunately, I am overtemp alarming at high rpm so heads are coming off this week to clean out the passages.

Also be sure to get the factory manual. I purchased a SELOC manual thinking it was the same thing but it's not as thorough as the factory one. Have fun.

the FIRST thing we need to TRY to assist is a freaking model number.
in 2003 there were at least 5 models of a 150 Hp 2 stroke with 3 having radically different ign and fuel systems.
some specifically DO NOT run with premix EVER.

Okay thanks for the help. I'll go ahead and rebuild and test everything from the ground up. I really want to learn everything about the parts and workings so if I need to fix anything later on. So what is the best service manual that explains all the parts? Just the factory service manual or any other manuals I should get?

I cant get the model number at the moment. The motor is at my parents place a couple hours away.im in the process of trying to get the boat and motor to my place to start work on it.

in and about 2003 there were 2 versions of the carbed model,1 EFI model and 2 HPDI models.
all used ********g fuel and ign systems.
