    How much water?

Could be condensation from running too cold or could be fuel dilution, also from running too cold.

im from pa and *****ed a lot this winter in 38 degree water .prob 8 trips 30 to 40 hrs and checked oil and seen it was 20 % water so drained and refilled ran muffs for 1 hr had very little milk color so was hoping that just cleaned out other oil.

Well that would certainly change my opinion as well....."what we've got here is a failure to communicate".

              9.9ELRB would indicate a 2 stroke 9.9 electric start,20"shaft,remote control and 2003 model.
an F9.9ELRB would indicate its a fourstroke model with the rest the same.

its kinda why model numbers are rather important.

the T indicates its a high thrust fourstroke model. different gearcase than the F.however the water in the oil will be most likely a head gasket, that zinc under the cam cover, the powerhead gasket or an oil pan failure.
overheats can case any and all of this as can salt water.

at a minimum your going to need a headgasket and the oil passage oring.
