Stuck Carb Jet Screws?

2 questions please:

I hear there is a special tool kit for removing the jet screws in a carb. I tried to remove the jets from my 4HP carb and 2 are so stuck that I broke the head off one of them. Any suggestions please?

Clean in place. Don't fix what isn't broke.
