92 T9.9 cold start

Cant get the motor to start cold. When I throttle the air inlet with my fingers, it fires and I have to do this while it warms up. When warm runs perfect. I have the Yamaha Factory Sevice Manual. I checked all linkages- ok. I ohm'd the electrothermal valve- ok. Checked the movement on the electrothermal valve piston with 12v applied- ok. Ohm'd stator coil- ok. Any ideas out there?

Clean carb make sure all passages are open, set pilot screw at 3 turns and idle speed at 1150 rpm,s
