Power tilt and trim ?

I need help on how to raise the motor up and down with battery. I remove a faulty trim relay . The trim motor is 2 wire green and blue . I put 12V to blue by touching it to 12v red wire I disconnect from the relay and ground the black ground wire that I disconnect from the relay to starter motor ground . Nothing happen . I know the power tilt and trim motor work cause I'm able to raise and intermit able to lower the motor before I remove relay.

Battery positive to blue, negative to green.
