If a Tach is submerged?

Curious if a Yamaha tach is submerged (don't ask how), is it water proof, that is will it still work or is it SOL?

I would set it out in bright sunlight and it could slowly but surely dry....then hope for the best...

It is not sealed.

If submerged in fresh water it might be brought back to life. If saltwater it is toast, or soon will be.

If it was salt water, I would re-submerge it in fresh water. Then do as above - or even pack it in rice. Don't rush the process.
