2008 Yamaha F350 hesistation

One of my 2008 F350 TXR/2008 LF350 TXR outboards is hesitating after 3500 rpms. The more throttle I give it the more it hesitates. For example, if I give it more throttle at 4200 rpms it hesitates back to 3100 rpms then to 3800 rpms and back to 3000 rpms. If I give it full throttle the rpms are all over the board. Any suggestions of what it may be??

my guess is not enough fuel to keep it running at higher RPM.

monitor rail pressure to see if that is happening
